March 2008 Storm Water Utility Minutes

Amberley Village
Storm Water Utility Committee
Meeting Minutes
March 6, 2008

Present:  J. Chaiken, B. Boraten, S. Rasfeld, N. Jeruzalmi, Stan Cohen, P. Combs, F. Cohen

The committee met to review existing, planned and future storm water projects in the Village.  Preston Combs of CDS Engineering reviewed a plan, (sectioned into 3 program groups), for all proposed storm water related projects.  These projects ranged from minor curb repair to major projects on Aracoma Forest and the Willowbrook Creek area.

The committee recommended:

1)  CDS finalized the feasibility of using a flexible insert for the proposed Aracoma Forest project (AFP).  If the flexible insert was feasible and able to be completed within the budget, and given the fact that the storm water utility has the budgeted funds available, the committee recommended proceeding with this project in 2008.  This recommendation will be communicated to Council on March 10, 2007.  It was noted that this project is necessary because collapse of this system would adversely affect the public right of way along the Aracoma Forest corridor.  It was further noted that the flexible insert is the least disruptive option to correct the potential problem but will require several homeowner easement support.

2)  It was determined that the majority of the remaining identified storm water utility projects were tied to the proposed 2008 roads program and that once the roads program was finalized, the Public Works Supervisor would advise which projects were chosen for inclusion.  Those chosen projects should, however, not exceed $250,000 which is the difference between the proposed budget for the Aracoma Forest project and the balance of available funds in the storm water utility by the end of 2008.  Depending on the roads program it was understood that some of the available storm water utility funds may be used for small stand-alone storm water utility projects.

3)  CDS distributed a packet to the committee regarding the Willlowbrook Creek area.  It was requested that the committee review the packet in preparation for a presentation by CDS and JFNews at the next regularly scheduled meeting of the storm water utility.

Being no further business, the meeting was adjourned.

Respectfully Submittted,
Jon Chaiken, Chair
